David Sweeney
Founder & President
Father of Rowan Sweeney and founder of the Foundation. I love spending time with my family, enjoy fitness, and avid sports fan (Go Browns!) Outside of being a husband and father to my little girls, I am a commercial floor specialist. I have been a student of North East Ohio Carpenters Joint Apprenticeship & Training for 3+ years now. I have built and continue to build strong relationships of significance throughout Mahoning County. Improving the community through Rowan’s name means the world to me.

Davena Williamson
Board Member
Davena Williamson, DC is a recent addition to our organization. Originally from New Mexico/Colorado, Davena was introduced to Ohio by her now husband, Kendall. When she first learned of Rowan’s story she knew she wanted to be involved in any way that she could as non-profits can always use help and support. Before becoming a board member Davena volunteered at several of our events. As a board member, Davena has been working on making sure our organization is maximizing the benefits available to us as a non-profit. Davena graduated from Parker University in 2023 with her Doctor of Chiropractic. She has practiced as a healthcare professional in the Youngstown area since 2024. In her free time she enjoys reading, spending time with her family and playing video games.

Rachel Boyer
Board Member
Rachel has served as a Board Member for Rowan’s Memorial Park since its inception in 2020. She has been active in planning and marketing fundraising events for the organization. She is passionate about honoring Rowan’s memory and ensuring his legacy lives on by providing the children of Youngstown a safe and accessible place to play. In addition to her involvement with the Park, Rachel assists her husband, Matt, with daily operations of their local business, Mad Cards and Collectables. She also serves as the primary caretaker for their four girls - Kenzie, Riley, Ronni and Colbie. Rachel has served on the Executive Board for the Stadium Drive Elementary School PTA since 2016 and is excited to assume her new role as President for 2024-2025. In her spare time, Rachel runs a business selling custom shirts, cups and more! She is a 2010 graduate of Boardman High School and is a life-long resident of Boardman, Ohio.

Aileen Rebic
Board Member
Senior Quality Systems Manager of North America for TTM Technologies, Inc.
Aileen is a mom of two amazing boys, Eric (18) and James (9). She has worked in the electronics manufacturing industry for 20 years in various roles including EHS, Quality, Continuous Improvement and Training. In her spare time, she enjoys fishing, hanging out with her loved ones, and being close to water every chance she gets. Rowan and James were friends and living across the street from this tragedy has kept her involved from the beginning. Aileen is honored to be a part of this organization to keep Rowan’s precious memory alive and provide a safe and inclusive place for play and imagination.

Victoria Innocenzi
Board Member
Victoria has been a board member since its foundation in 2020. Her husband, Harley, two boys, Aiden & Knox, and their pup Tanner are who she calls home. She has worked as a dispatcher at Gault Heating & Cooling since January 2025, where she plans to pursue her career; and her favorite pastimes are spending time with her family and friends, riding passenger on the bike, playing card and board games, and watching sports (Pittsburgh Steelers and Ohio State, of course!) Victoria feels passionate and dedicated to keeping Rowan’s name, memory, and legacy in tact.

Bailey Williamson
Board Member
Bailey has been a board member since 2020. She is the owner of an event floral business and manages a local veterinary clinic. She is blessed with a wonderful family and beautiful children. Aside from being a mother and wife, creating art with flowers, and caring for animals, she is also an avid lover of reading, the beach, furthering her education and goals, traveling, and nature. Bailey is a strong advocate for inclusivity and childhood development. The Rowan Sweeney Memorial Foundation has a special place in her heart, and she cannot wait for the accessible and interactive play to bring joy to the people of the Mahoning Valley and surrounding areas.

Vickie Dugan
Board Member
Vicki Dugan has been married for 33 years to her husband Ron. Together they have 3 daughters and 4 granddaughters. She has held several positions with nonprofit and for-profit groups. She has been in sales and management of some sales fashion for the last 30 years. She owns and operates Buckeye Gourmet Popcorn in New Middletown, OH. With her experience, she helps The Rowan Sweeney Memorial Foundation create fundraising events and provide the help and Guidance for the events to be successful.
